Dubai Company Formation: Mainland vs Free Zone Guide
Entrepreneurs, consultants, traders and investors who want a UAE company and residence
Short answer
You can set up a UAE company on the mainland or in a free zone such as DMCC, IFZA, Meydan, DIFC or ADGM. Most activities allow 100% foreign ownership, and the company can sponsor your investor or partner visa.
A UAE company gives you a legal base in one of the world's most connected business hubs and, through the company, a route to residence as investor or partner. Most commercial activities now allow 100% foreign ownership, so a local partner is no longer the default requirement. The key decision is where to register: on the mainland or in a free zone.
Mainland or free zone: which one should you choose?
| Mainland | Free zone | |
|---|---|---|
| Licensing authority | DED / Dubai Economy and Tourism | DMCC, IFZA, Meydan, DIFC, ADGM and others |
| Where you can trade | Across the UAE and with the local market directly | Within the zone and abroad; local sales usually need a route such as a distributor |
| Ownership | 100% foreign for most activities | 100% foreign |
| Best for | Retail, services and local clients | Trading, consulting, finance, holding and online business |
Each free zone has its own activity list, office rules and character: DIFC and ADGM are financial centres with their own legal frameworks, while DMCC, IFZA and Meydan are popular for trading and professional services.
Can foreigners own 100% of a UAE company?
Yes, for most activities, both in free zones and on the mainland. A small number of regulated or strategic activities still have conditions, so we check your exact business activity before you pay for a licence.
Does a company give me a residence visa?
Yes. The company can sponsor an investor or partner visa for the owner and employment visas for staff, usually after you hold the licence and an office or flexi-desk arrangement that the authority accepts. The number of visas depends on the licence type and office space. If the company later grows, you can also review whether you qualify for the Golden Visa as an investor or entrepreneur.
How much does it cost and how long does it take?
Costs depend on the authority, activity, number of shareholders, office type and visa quota, and they change over time, so we do not quote a single figure here. We compare several options and give you a written breakdown covering licence, registration, office, visa and bank-account support. Timing depends on approvals, documents and, for the bank account, the bank's own review.
How does DXB.IST help with company formation?
We start with a free consultation to understand your activity, budget and visa needs, then shortlist two or three suitable authorities. We prepare the document checklist and translations, work with licensed lawyers and government-approved typing and PRO centres, and book the appointments. After the licence, we coordinate the investor visa, medical test and Emirates ID, and our travel desk arranges airport transfers and hotels. We also introduce banking and accounting partners. We are not a government body and cannot guarantee approval or bank-account opening.
