Turkish Citizenship by Investment: USD 400,000 Route
Investors and families seeking a second passport
Short answer
Foreign investors can obtain Turkish citizenship for themselves, their spouse and children under 18 by buying real estate worth at least USD 400,000 and keeping it for 3 years, or through a qualifying deposit, bond, fund or business investment.
Türkiye grants citizenship to foreigners who make a qualifying investment. The most popular route is real estate, because the property stays yours, can be rented out and can be sold after the holding period. Dual citizenship is permitted by Türkiye, so you normally keep your existing nationality.
Who qualifies for Turkish citizenship by investment?
Any adult foreign investor who completes one of the qualifying investments and passes the security and document checks. Your spouse and children under 18 are included in the same application. The decision rests with the Ministry of Interior Population Directorate, not with an agent or developer.
Which investment routes are available?
| Route | Threshold | Holding period |
|---|---|---|
| Real estate | At least USD 400,000 | 3 years, with an annotation on the title deed |
| Bank deposit | USD 500,000 in a Turkish bank | 3 years |
| Government bonds | USD 500,000 | 3 years |
| Investment fund shares | USD 500,000 | 3 years |
| Fixed-capital investment | USD 500,000 | Maintained as required |
| Employment creation | 50 jobs | Maintained as required |
How does the real-estate route work?
The property, or properties, must be worth at least USD 400,000 on the licensed valuation report. An appraiser licensed by the SPK (Capital Markets Board) values the property, and the report is checked by the authorities; valuation rules were updated in October 2026 and investors can choose an authorised valuation firm. Payment must pass through a Turkish bank with a foreign-exchange purchase certificate (DAB). Whether several properties can be combined to reach the threshold has changed over time, so we confirm eligibility before you sign anything.
Our Istanbul real-estate desk shortlists qualifying properties, checks the title deed and the valuation, and walks you through the title-deed day.
How long does it take?
From purchase to passport it typically takes several months, depending on the valuation, the bank certificate, the application queue and the security checks. We do not promise a date, because the timeline belongs to the authority.
What does it cost beyond the investment?
- Title-deed fee, commonly cited as 4% of the declared value, usually split between buyer and seller by agreement.
- Appraisal report, sworn translations and notary costs.
- DASK compulsory earthquake insurance.
- VAT on new-build property; an exemption may apply to qualifying foreign-currency first purchases, and conditions apply.
- Legal and service fees, agreed in writing before work starts.
Can I sell the property afterwards?
Not during the 3-year holding period, which is recorded on the title deed. After it ends you may sell, and the citizenship is not withdrawn by the sale.
