Work Permit in Türkiye: Employer Process & Documents
Professionals, employers and skilled foreign workers
Short answer
Foreigners need a work permit issued by the Ministry of Labour and Social Security to work in Türkiye; the employer normally applies on the employee's behalf, and highly qualified people may qualify for the Turquoise Card.
Working in Türkiye without the right permit is unlawful for both the employee and the employer. The system is built around the employer: a Turkish company applies for permission for a named foreign worker, and the permit is tied to that employment.
Who needs a work permit in Türkiye?
Any foreign national who intends to work for a Turkish employer or in a Turkish workplace. A tourist visa, a short-term residence permit or a student permit does not allow work. A few categories are exempt or follow special rules, so we check your case before anyone signs a contract.
Who applies, and to whom?
The employer submits the application, normally through the Ministry of Labour and Social Security's online system, supported by company documents and your credentials. Foreigners abroad sometimes begin with a work visa from a Turkish consulate, and then the work permit and residence follow. The ministry decides, and the process depends on the employer meeting its own requirements.
What does the employer have to show?
- A genuine company with a tax registration and a workplace.
- A genuine role that justifies hiring a foreigner, with a job description.
- That the company meets the staffing requirements of the ministry, including the proportion of Turkish employees.
- Your contract, qualifications and the salary offered.
What is the Turquoise Card?
The Turquoise Card (Turkuaz Kart) is a route for highly qualified people, such as certain professionals, investors or scientists, who are assessed on points-based criteria. It is a longer-term permit and is not employer-specific in the same way as a standard work permit. Eligibility is individual, so we assess it separately.
Can my family come with me?
Spouse and children of a work-permit holder can usually apply for family residence permits. Our family residence service covers the details.
How long does it take and what does it cost?
Timelines and fees depend on the type of permit, the employer and the ministry's current workload, and the figures change, so we do not quote a number without confirming the current rules in writing.
How does DXB.IST help?
We begin with a free consultation and check which route fits you, whether a work permit, the Turquoise Card or company formation. We prepare the document checklist, translations and attestation guidance, coordinate with your employer's HR or accountant, and help with residence, housing and schools after approval. We work with licensed lawyers and approved translation centres. We are not a government body and cannot guarantee approval. Our travel desk can arrange arrival and relocation.
